I.S.R. have in-depth experience of writing International Safety Management
(ISM) Code Safety Management Systems:
1. We have reviewed and rewriten the Safety Management Systems of a number
of major Companies as part of the development of Company Regs. systems.
2. We can review or audit your system and advise you on improvements to ensure
that it reflects current industry best practice.
International Ship and Port Facility Security Code.
1. We can perform the ISPS Ship Security Assessment on any type of vessels.
2. I.S.R. can write your International Ship and Port Facility Security (ISPS) Code
Manuals and produce your ISPS Ship Security Plan.
Flag State Surveys
I.S.R. are recognized by a number of Flag States to undertake Flag State Surveys
on their behalf. As follows:
VANATU - I.S.R. are appointed as Special Agent, Commission Agent and Surveyors
for the Vanuatu Ship Registry for all size of vessels. We can registry your ship,
conduct all the required Flag State Surveys.
BARBADOS - I.S.R. are appointed Flag State Accidents/Incidents Investigators for
all vessels as well as Nautical Inspectors for vessels of all sizes. We can registry
your ship, conduct all the required Flag State Surveys.
Flag State Inspections
VANUATU - I.S.R. are Nautical Inspectors for all size of vessels.
BARBADOS - I.S.R. are Nautical Inspectors for all size of vessels.
Audits and Support
Navigational Audits:
I.S.R. can rapidly undertake quick objetive and comprehensive audits wich will
assess the state of your ship´s navegational equipment, systems, documents
and publications, as well as the ability of your crew to use it. We will also assess
the Bridge Team Management and bridge operational procedures.
I.S.R. will assess the ship´s navigation outfit, charts and documents to
ascertain if it:
a). Is outfitted with fit-for-purpose and serviceable navigational equipment.
b). Has sufficient redundancy and spare parts to comply with Flag State
requirements and also ensure it can provide safe navigation.
c). Is operating effectively and being properly maintained.
d). Has equipment manufacturer´s updates and bulletins which are current.
e) If the navigational Officers are qualified and competents.
f). If they are properly using and maintaining the equipment, charts and
navigational publications.
I.S.R. surveyors will conduct the navigational audit and produce an inmediate set of
recomendations, followed by a comprehensive report within 5 days of the audit.
Tecnical Audits:
I.S.R. can rapidly undertake quick, objetive and comprehensive audits which will
assess the technical condition, maintenance practices, technical organization and
logistical resilience of your ship´s machinery and equipment.
I.S.R. will assess the ship´s critical machinery to determine:
a). If it is properly identified, serviceable and given maintenance priority.
b). If it is operating effectively and being properly maintained.
c). If there is any outstanding maintenance required and if sufficient spare
parts are held onboard.
d). If the ship´s critical machinery has the correct operating instructions.
e). Whether manufacturer´s updates and bulletins are current.
f). If the technical library is complete and properly maintained.
g). If there are adequate spares and consumables, such as lubricants, onboard.
I.S.R. surveyors will conduct the technical audit and produce an inmediate set of
recommendations, followed by a comprehensive report within 5 days of the audit.
Management Audits:
I.S.R. Can rapidly undertake quick, objetive and comprehensive audits which will assess
the management of your ship and shore-side offices.
I.S.R. will review your management structure including:
a). Management responsabilities.
b) Jobs descriptions.
c). Qualifications and Continuing Professional Development requirements.
d). Procedures and checklists.
e). Reporting procedures within the ships and offices and betwee ships and offices.
f). The frequency of reports and the events which require reports.
g). Record-keeping.
h). Evaluating historical records for content and relevance.
The review will consider the effectiveness of the management structure and procedures
and if they are practical, robust and resilient under any foreseeable stress conditions.
I.S.R. surveyors will conduct the management audit and produce an immediate set of
recommendations, followed by a comprehensive report within 5 days of the audit.
Safet Audits:
I.S.R. can rapidly undertake quick, objetive and comprehensive safety audits. These will
assess the state of the ship´s safety equipment, its certification, test status and the
ability and qualification of the crew to use it.
I.S.R. surveyors will conduct onboard training and undertake a realistic exercise of crew
reponse and expertise. On completion they will produce an immediate set of
recommendations, followed by a comprehensive report within 5 days of the audit.
This can be combined with and internal ISM and ISPS audit to satisfy your internal Safety
Management System and Security Plan requirements. This can help you to revise, update
and streamline procedures to achive greater efficiency and ensure continuing
regulatory compliance.
I.S.R. surveyors will conduct the Safety Audit and produce an immediate set of
recommendations, followed by a comprehensive report within 5 days of the audit.
Reactivation after Lay-up:
I.S.R. can help with planning and implementing reactivation after cold or hot lay-up.
I.S.R. will:
a). Assess the available lay-up records and any records of maintenance undertaken
during lay-up and reconcile them with the ship´s maintenance plan.
b). Identify the outstanding maintenance and develop a rectification programme.
c). Identify fuels, lubricants and hydraulic fluids in machinery, pipes and storage
systems for condition-sampling and assessment for future use.
d). Identify critical equipment for a condition assessment programme to ensure full
functionality.
e). Assess safety equipment and fire-fighting appliances for full functionality and
maintenance and record keeping.
f). Develop a practicable reactivation plan to meet the required in-service deadline.
g). Assess the reactivation team and new crew for familiarity with safety equipment
and fire-fighting appliances.
If required, I.S.R. surveyors can initially produce a "reactivation after lay-up report".
Following a visit to the ship we will produce an immediate set of recommendations,
followed by a comprehensive report within 5 days of the visit.
