Advantages and Benefits
There are a range of advantages and benefits tha Owners of Tuvalu flagged vessels
enjoy. These including the following:
a). Special discounted fees for:
1) Vessels below the age of 5 years.
2) Two o more vessels registered at the same time provided that they are below
12 years of age.
3) For passenger vessels exceeding 10,000 GT.
4) For ships that meet the standards of the Tuvalu Merchant Shipping Act, and
that comply vigorously to international rules and regulations concerning
maritime safety and pollution prevention.
b). Additional discounts on top of the "Special discounted fees" are available
when an Owner registers 10 of more vessels at the same time provided
they are below 12 years of age.
c). Discounts may still be considered for cases of multiple registrations where
some of all of the vessels are above 15 years of age.
d). Fast and convenient 24-hour efficient service, 365 days a year to facilitate
Owners to sail their vessels within the shortest possible time.
e). Efficient telecommunications, financial and legal services readily available
to Owners to assist them whenever and wherever necessary.
f). There is no restriction on the nationality of Ownership.
g). There is no restriction on the nationality of Officers or Crew. Crew certification
from IMO "White Listed" countries are recognized.
h). Tax exempt for Tuvalu ships on the income of the shipping entity in respect
of capital gains or profits derived from its Ownership or operation, or on
any dividends.
i). Tuvalu has a reputable maritime training school, and is a country in th IMO
"White List", providing well trained and hardworking seaman to shipowners if
required.
PROVISIONAL REGISTRATION
Copy of Documents for submission:
a) Aplication Form R1-2.
b) Memorandum of Agreement (MOA) or Bill of Sale (BOS) if change of
Ownership has occurred.
c) Builder´s Certificate (for new buildings).
d) Owner´s Certificate of Incorporation.
e) Memorandum and Articles of Association showing Owners registered
address.
f) Notarised Applicants / Owners Passport.
g) Proof of 3rd. party liability insurance coverage (e.g. P&I).
Copy of Certificates for submission:
a) Existing Certificate of Registry.
b) Existing International Tonnage Certificate.
c) Existing SOLAS Certificates (where applicable).
d) Existing MARPOL Certificates (where applicable).
e) Existing Load Line Certificate.
f) Existing Continuous Sypnosis Record (CSR) File, starting from
document Nº. 1 (where applicable).
If there is a change of Ownership, then the seller should be the previous Owner
indicated on the MOA or BOS, Form R1-2, and the existing Registry Certificate.
Otherwise, a letter of authorisation from previous Owner (or Power of Attorney)
is required to ensure the seller is authorised to make the sale.
If the application is in order, the vessel will be issued:
a) Provisional Certificate of Registry.
b) Provisional Minimun Safe Manning Certificate (as required).
c) Provisional Ship Station Licence (as required).
d) Subsequent Continuous Sypnosis Record Document (as required).
The Provisional Registration is valid for 6 months and may be extended upon
application up to a maximum of one year. Compliance with LRIT, Bunker
Convention Certificate, Civil Liability Certificate is mandatory for the
vessels that are applicable.
CLASSIFICATION SOCIETIES
The following Classification Societies have been appointed to carry out statutory
surveys and issue international convention certificates on behalf of the
Tuvalu Ship Registry:

American Bureau of Shipping (ABS).

Bureau Veritas (BV).

Det Norske Veritas (DNV).

Germanischer Lloyd (GL).

International Ship Classification (IS Class).

Korean Register of Shipping (KRS).

Lloyd´s Register of Shipping (LR).

Nippon Kaiji Kyokai (NK).

Russian Maritime Register of Shipping (RS).
PROVEN TRACK RECORDS
These Societies have proven track records in terms of classifying ships whose
Port State detention rates are very low, and therefore, they have the full
confidence of the Tuvalu Ship Registry. Their activities include performing
audits and issuing certification under the International Safety Management
(ISM) Code. ISM work has been delegated to these societies in order to fall
in line with other statutory requirements.
FLAG STATE INSPECTIONS
Flag State Inspections are conducted by maritime surveyors who have been
approved by any of the above authorized Classification Societies. The aim is
to review the general condition of the ship, its operations and documentation.
The Tuvalu Ship Registry carefully monitors Port State Control detentions and
follows up on each one of them. If the detention is considered unfair, the
Registry is willing to discuss the matter with the appropriate Port State. If the
vessel is deficient, then recommendations will be given to ensure that
necessary actions are taken to avoid further detentions. Detentions not only
result in loss of earnings to the Shipowners, but are detrimental to the
reputation of the Registry.
